BREAKING NEWS: Dr. Sirajul Haq Talukder, Deputy Chief of Planning Commission and Deputy Project Director of Support to ICT Task Force Programme, Ministry of Planning passed away on mid Wednesday night (Approx. 12:30 AM) 25 August 2010 (Innanillah-e-wainna elaihe raziwun). Mr. Talukder left behind his wife, two daughters, many relatives and a host of well wishers to mourn his death. Everybody pray to Allah for his soul.

Web Portal/e-Government Initiatives

To implement Web Portal/e-Government initiatives, a major requirement is establishment of National Data Resource Center.

A national data resource center is a store house of the database systems where the necessary and possibly all the different data of the Different Ministries/divisions/offices of the entire nation  maintained, stored, checked, updated and validated to the latest and most up to date values for use by others.

It may be the case that a nation or country has different organization maintaining different data for its use. It is the assimilation of these different type of data into a single and elaborate scheme where the necessary and relevant data can be easily obtained from a single place and without going through the hectic process of going to different places to obtain the needed data.

A person or some entity seeking to obtain information on different aspects of the nation will be easily facilitated by the use of national data resource center as it will be much quicker and easier to obtain the needed information readily and in the most recent form.

Necessity of National Data Resource center

The necessity of the national data resource center is immense to the organization that are the part of a nation and also to the people seeking to obtain information on different aspects of the nation.

As the national data resource center is supposed to integrate all the different data of different organization in a single place the process of obtaining data from this system is really quickened and the most recent and up to date data is available to the user. In fact it is an immense improvement over traditional distributed database system where it may take a very long and tedious period of time to gain access to the necessary information to a person.

In a traditional database system the data originating from an organization is kept in a local database systems and it is not easy for some one other than the organization to access necessary data from there. The job of the national data resource center will be to integrate all data generated from all the institutions of the country to a single platform. So that the data stored are all homogenized and organized in such a way that different sets of data can be accessed by a person from the data resource center.
As data is organized into a common format the process of storing and retrieving data is much easier using a data resource center.

All necessary changes and updating that is to be made to the current data can be done easily and conveniently.

The searching of data is facilitated. Just by picking a criterion on what subject data is required and what relevant data is required we can

Data related to a vast field is accessible to the user. This data ranges from meteorological data, area, population, household and housing characteristic data, labour and manpower data, agricultural data, data related to the industry of the country, data related to the energy sector, transport and communication data, foreign trade data, National accounts finance and resource centering data, prices and wages data, education and health data, planning and development data. So a vast range of data are incorporated into this national data resource center.

This makes it easy to search a large volume of different data to find the necessary data.

Scope of work

The scope of work of the national data resource center is as follows.

  • To integrate different data source to a single center.
  • Data of different institutions are scattered in a haphazard way and they are not available to other institutions readily if wanted in a short notice. The function of the national resource center will be to harmonize the data and bring them to a single platform.
  • Make it easy for the user to have access to a large volume of data readily
  • Make sure data to be accessed and used is up to data and relevant.
  • Unnecessary duplication of data is avoided.
  • Inconsistencies among data of different organizations are removed.
  • Atomicity problems are removed.
  • Concurrent access anomalies of shared database is removed
  • Security is improved so that, data cannot be changed by any authorized people.
  • Sharing data among different organization is facilitated so that data can be shared among many organizations that need to use data from other organization.
